Contribute Mode: Consistency: Hide Edition Actions if not available for the current end-user

    Description

      Hide the ediction actions from the contribute mode when the current user has no editing permission (e.g: Jenifer user by default on ACME).

      Options such as move-down or add new content here (which opens empty edition engine) are confusing for a publisher such as Jenifer.

            Same is true in the "Site Content" area (for Jenifer). It should not possible to delete or cut (or see a paste being displayed in a read-only directory) either. So such actions should be grey-out or hiden for Jenifer
