Document Manager: Better support for I18N extended charsets

Created a directory with the name such as:

目前园内各项设施已随时能够恢复营运

Then uploaded some files in this directory. The files look like being uploaded (if I try to upload twice the same it asks me to erase the previous one). But nothing appearing in the GXT UI.
