Hide empty Areas for translators

Assigned John as a "FR_Transaltor" in the About Us" section of ACME (no other roles excepted visitor/author).

John can still see the empyt areas in Edit mode. However all options insided are turned off and not working. But the visual renderering is confusing as all action icons (the green button) look like being activated.

So:
#1: if translators have no right to modify the structure of a page, we should remove such "wireframes" for empty areas.

#2: ideally speaking there should be a permission in the Ademin Center> role section to let the sysadmin choose if the transaltor is able to modify structure but only for the current lang. In some case, there is not a 1:1 transaltion and some lang may require additional container or boxlet. But a strict 1:1 would be already nice for 6.5
