Contribute Mode: default Publication behavior based on page-level

On build 37610, the Publishing option available in Contribute mode requires first the selection of a content item and then a click on the Publication action in the toolbar. This is at the opposite in term of UX of the other actions available on top of the content item. So rather hard to guess.

Wouldn't it be possible to grey out the Delete, Copy, Cut and Publish icons (+ make them clearly separated from the Live, Preive and Edit Mode with a clear toolbar separator) and only make them available when a content is selected.

Or if we want to let them activated, could they inherit from a default behavior (e.g: this deletes, copies, cuts or published the whole page is no object was selected)?
