I do not see the sites dropdown in toolbars with a non root Jahia DB user

I have shared a Jahia DB user between 2 sites, and given him write access on both home pages. But I do not see the "sites" dropdown list in main toolbar. Both pages have been published, and so have a live version, but the test fails also in edit mode. no problem with root user.

I have also tried to flush Jahia caches, but it does not change anything.
