Home Page Properties is launching an empty pop-up with my "john" user

Cf parent JIRa for the use case.

With my John user (only some rights on the "Activités" pages and the About us" page and not directly on the home page itself), I could see the "page settings" in the toolbar for the home page (why?). When clicking on it this is opening an empty blank pop-up
