Top Menu: action menu positionned on top of the menu causes issues when dealing with editors only authorized to edit part of a web site

I created a user John which has different permissions on the online demo according to the section (R or RW or RWA). This rapidly lead to quite strange display in the top bar (cf screenshot).

However this use case is quite common as there is usually one editor per department (= often per main section) on intranets for instance. Having editors with full admin permissions is nice for test purposes but is often not very close of a real life scenario at least for large customers.
