Cron Replication: destination site was automatically validated and published after first cron replication, why?

After having managed to make my cross-site cron replication work (cf parent JIRA), I went on the destination site after the first cron... and everything is already validated and published (I have a classical 2 step validation and I am not using any no workflow). Why?

One of the goal of the cron replication was to let another publisher revalidate a second step the content of the destination site. There shoud'not be any automated publishing except if the destination site is enforcing a no workflow paradigm on the home page
