RB missing on several steps of config wizard

I started to install Jahia in Portugal. until page 8 of config wizard all the RB seems correct, at page 8 some text are in EN (normal, the missing RB have to be replaced by the default one in EN), but in the next page 8.1 , the texts have been switched to FR and the last page had been return to Portugal again . please verify at least for EN (in both default RB file and _EN fils ) and FR all the text of config wizard are resource bundled.
