ACL Picker: automatically grant the Read write for a newly added user or group

Let's try to minimize nuber of clicks. When an editor is adding a new user or group, he probably wants to at least provide to them some read permissions. So adding some "blank" user without any permissions looks like useless. We could directly tur on the read check-box. This will avoid one click for the end-user.
