WCM workflow Integrity check: missing page titles: page is indicated as published when it is a blocker + some languages are missing

I installed a fresh nightly build. On my new Web templates wbe site I have three languages (EN; FR and DE). There is only a title in FR on the home page.

Then with root, I am trying to validate such an home page n all languages. This displays correctly in the workflow manager that some page title is missing for two langs. However I could still select such a page in the UI for validation (we then have to clearly define if the page title is always mandatory or only sometimes.... for the moment this was the only check to be always mandatory).

Once the job completed, the workflow report indicates that everything was published (with some partial validation). But there is no "live" mode available for the home page both in EN and FR. So this is not true and such pages where not really published. The workflow report should then clearly indicate "Failed" for such pages in such languages.

Finally the workflow state of my home page in FR, despite the live mode is not available, indicates a green icon. Quite strange.
