Config wizard: step 2: license approval: should users approve the GPL only or all the others packaged sub-licenses?

For the moment, users are only approving the GPL license as part of the config wizard. Perhaps they should rather approve the same text as the license.txt one as packaged in the /licenses directory (with some cross-referenced to the Notice and to the GPL)-
