Inline Editing: inline editing is turned on on pages which are waiting for validation (should be locked as in notification-yello mode)

Inline editing is available on pages which are locked and waiting for validation. This should not be possible to click in an inline fieldset when being under approval. Such a input form should only appear in staging.
