displayMarkedForDeleteContentObject should be setup at true by default + verify correct behaviour of new taglibs and templates

We should turn on by default the following setting:

2. Set to true if you want marked for deleted content objects to be
3. loaded as well as staging content
   displayMarkedForDeletedContentObjects = true

And we should ensure that new taglibs or community templates behave correctly with such an option.
