Config Wizard: Add a new DB storage option in order to differenciate DB storage for bigtexts or files

We need to add a new option in the config wizard in order to let installers choose between a DB storage for big texts or for files (and not both simultaneously). It can make sense to store big texts in the DB but not Jackrabbit files.
