Issues on WF N-STEP, mulitilanguage site, missing some contents in mandatory language

With Nstep, English mandatory, standard user , some content created in French and some other content created In english. Go to steps 2 with French, go all the way to steps 4 in English and publish page. Page is indicated as published in the workflow status (green dot with N inside) but page is not available in live mode and process display indicate that mandatory content is missing. If I go all the way to publication in French, I can't get passed the steps 4 as Jahia requires the content to be completed in English before publishing of both languages is allowed. However we are in the situation where the English page is indicated as validated (green) and French page stays at steps 4, even if both pages are not available in live mode. This is confusing.
