SP4: Nstep worklflow with root on a not mandatory lang: pages waiting for validation are red and are available for modifications

I have a site with teo lang (FR and DE). De is mandatory. I created a section in FR and DE. A sub page is only available in FR. The parent page of the seciton is in quick edit mode.

With root, I can bypass mandatory lang.

So I try to make a Nstep in FR on my sub-page only available in Fr. this works and goes to step2. But my step 2 is not in waiting for validation mode (blocked and yellow) but in a "Red 2" mode (or then "Red 3", etc... and I could continue to make modifications on this page.
