NStep: Blocker: It should always be possible to go backward in the workflow process even in case of blocking error

I have two lang (FR and DE) and DE is mandatory. I have a NStep section with some sub-pages available in only lang.

With root, I selected all sub-page s(so I could bypass the mandatory lang and goes in step 2 of my workflow on such pages).

When I am now logued with another classical user (Steven - RW), I can not fallback these pages in edit/staging mode any more as there is a blocker.

Could we always authorize coming back one step (or all steps) in a workflow process?

So the idea is to block the process so that it can not move ahead but we should let editors fall back to staging if required (e.g root did a notify all on the whole site and classical editors are now blocked on such pages)
