SP4: Mantaory lang: Root or siteadmins could not bypass missing mandatory lang

I have a site in FR + DE with DE being mandatory.

I created a page with a title in two lang which is validated. Then I added a Main_content in one lang only (FR). DE is missing and is mandatory. If I am logued with root, I can normally bypass missing mandatory lang (and I have a radi button in FR in order to validate the page in FR).

But my container only available in FR is not validated at the end of the workflow and is not available in live.

If I put a distinct workflow on this container only, always with root, I could see a partial warning + a radio button to validate french ... but his does not validate the container (cf screenshot).

Either root could not bypass mandatory lang or the lang is validated. But this kind of mix should now be avoided.
