SP4 Mandatory Langage: Blocking Error: we could notify a page (Notify all site) while there is blocker (mandatory lang is missing)

We can notify (yellow) a page while there is a blocker error on it (a mandatory language is missing).

So I am logued with a steven user (RW from home). I have two lang (FR and DE). Some pages are only available in FR and DE is mandatory.

This dispalys some blocker error in my workflow engine. If I click "Notify all site" all my untransalted blocked pages are turned in yellow and are now blocked while a mandatory lang is missing
