SP4: Notifications: one email per user + name of the user in front of the email

I have 4 users all with an email assigned to my address and all with some permissions on the site from the home page. When checking my mailbox after some validations (std workfklows), I only received one single notification msg (fresh install, no reboot after user creation).

If I remember correctly all users with either some RW or RWA permissions on a page should receive some email notifications (true/false?). So does it group per email address in order to only send one email per address (but then this becomes hard to test the system and a property somewhere should let us remove such checks)

Finally it would be really great to put the name of the user before the email address in the TO: so that we could test with multiple users and know to which users the notification was sent (in case of tests with several users pointing to the same emails).

So for instance:
John (scroisier at jahia dot com)
Steven (scroiser at jahia dot com)
etc...
