SP4: Notification: Refused page in the std workflow: put some /op/edit + /lang/XYZ

I refused some marked for validation pages in certain lang only with a std workflow.

This correctly split the various approvals and refusals.

However when the page is refused, we should make a link to the edit mode (especially if the page was never validated before).

In all the cases, we should add the /lang when there is only one sinle lang which is validated. Currently in case of multiple lang validation of the same page at the same time, you have one single url. Then this is quite normal that we list only the generic url (no lang indicated). But if we refuse (or accepted) only one lang, this makes sense to be redirected to the right (accepted or refused) lang.

So +1 to have a generic url only if multiple lang are concerned.
