Mandatory Lang bypass role

Do we want to introduce a role in the admin center (virtual site level) in order to let certain users or groups bypass the mandatory lang?

Currently root or siteadministrators could bypass the mandatory lang (normal). Do we want to introduce a role to perhaps let other editors bypass such checks?
