SP4: roll-over on the top nav bar is not compliant with new HTML Container Cache -> to be refactored in full JS

The Sections' hightlighting in the tp nav bar to visually indicate the section where you are located (used by nearly all customers) is not working with the new HTML Container Cache. This should be refactored in full Javascript.
