Create two new pages A and B both in FR and EN with root.
Give RWA on these two pages to the user steven
Make all the integrity checks active in Admin/Integrity check, make these options (url and WWAI) checks bloker for steven through admin/site management
Steven create a big text in page A with a link to page B.
Steven notify and then publish page A without any problem even if in WF manager the error message (shouldn't be the blockers!!) were displayed so the page A is in live with a link to a no publish page
