Toolbar: Language Switcher: please use the same drop-down menu than the other component (so you should be able to click on the lang and not only on the arrow)

Let's try to be consistent in the ergonomy and let's reuse the same kind of user behaviour throughout all the similar toolbar items. The language switcher is using another drop-down UI component than the other drop-down menu present in the toolbars.

so it should be possible to click anywhere on the toolbar item in order to display the drop down list.

Else when only one single language is present we could currently hide these toolbar item (at least in the current state of development without any workflow status beside the language switcher as this makes it currently useless).
